This function returns values for the times in the passed array. The values are derived by interpolating between Archive events for resolution codes 1, 2, and 3 and the previous value is used for resolution code 4. The time of the first value is passed in times[0] and succeeding value times in the rest of the times array. The times must be in ascending order.

If there is more than one event at the desired time, the first event in the Archive is the one returned. For points which are not of type real, the value is returned in istats and rvals is meaningless. The number of values to return is passed in count. The prev flag, when used with resolution code 4 tags, indicates the times of the events are to be returned.
