This function gets the network information for the passed node name. All data is returned null-terminated and trimmed to fit in the provided buffers.

TRUE if there is a valid connection to the current server or FALSE if there is no connection
On a DEC VAX the name is ignored and information about the PI Home node is returned. On a PINet node the address returned will always be ?unknown?
